Garden Log Cabin Class 1 Resistance to Spread of Fire

As you’ll know from my previous post, this one came out of the blue.  However, once I had calmed down I saw that it is sensible to ensure  that any spread of potential fire is reduced.

Although this was stated by the building inspector, having looked at the fire regulations myself  I believe the following to be the case@

• Rooms with a floor area of less than 4m2 only need class 3 protection (I still have to find out what that is).
• Coatings only have to be applied to the walls and ceilings, not to the floors
• Doors, skirtings, architraves, windows and window frames are exempt.
• Behind fitted furniture is also exempt.

This reduced our area to cover to about 60% of the original calculation.

The following companies manufacture clear of coloured coatings to comply with Building Regs Class 1 requirements:

Unfortunately these coatings are very expensive – about £16 / litre  – so it is worth measuring carefully so you don’t ‘over-purchase’.

I had thoroughly investigated the Building Regulations Approval Requirements for our Log Cabin, so we thought the Building Inspector would sign off our Log Cabin after his visit yesterday.  I was therefore not at all happy when he let me know on the phone that he had put a list of required improvements in a letter on its way to us.

Our original Building Inspector was off sick, so this person took our case on part way through.  However, I had asked both of them if there was anything else they would be checking for other than the Log Cabin utilities being completed OK and they both said ‘no’.  However, I gather the letter (which should arrive tomorrow) lists the following:

1. gutters, downpipes and soakaway required (no gutters were shown on on the technical drawing which I submitted with the buildings notice).
2. mains rather than battery-powered smoke alarms (good idea, but we had thought battery ones were fine and went to great pains to hide all other electrical cables during the build)
3. class 1 treatment inside to restrict spread of fire.  This one was a real surprise, as I had discussed fire spread and fire penetration with them on numerous occasions.
4. 25% of light fittings must only be able to take low energy bulbs.  This was a surprise too, as it was not stated as a requirement when we had an extension built around 3 years ago, but he did back down on this when I reminded him that none of the energy efficiency requirements (eg, around insulation) applied as the building is less than 50m2 in size.  I usually buy low energy light bulbs anyway.
5. Toughened glass is required – we were ok on that point anyway.
6. A couple of the windows need trickle vents.  Not sure if we can fix this retrospectively, or whether an alternative ventilation solution is required.
7. Certificate required for the electrical work.  This is in hand anyway.

I think this will mean we’ll be a couple more weeks before it is signed off.

I will be contacting one of the other Building Inspectors for a tactful second opinion though.  What has become clear is that the local Building Inspectors are not dealing with Log Cabins every day, and they need to check the regulations themselves on some points.

Lessons Learnt -

1. Keep talking to your Building Inspector so hopefully you aren’t surprised by their comments at the end, as we were
2. Make sure you are personally on site when they call – I was working away, and did not get to discuss anything on site with our Building Inspector
3. If possible, stay below 30m2 floor area, as then you don’t even need to seek Building Control Approval for your plans (unless you are planning on having sleeping accommodation there).

You should, of course, also check the Planning Permission Requirement and Permitted Development position before you order your Log Cabin so you know you are ok on that front too.

A Garden Log Cabin, Garden House, Summer House or Outside Home Office, if relatively small, can be exempt from Building Regulations Approval.

It is important to play it by the book if you are installing a Garden Log Cabin, Garden House, Summer House, Outside Home Office or other Garden Building, and check the requirements for Buildings Regulations Approval.

In a nutshell,

• Less than 15 square metres – no building regs approval required if no sleeping accommodation
• Less than 30 square metres – no building regs approval required if no sleeping accommodation and if not made from a combustible material (which wood obviously is)
• Over 30 square metres – building regulations approval will be required.

With the latest regulations which came into effect on 1 October 2008, the chances are your Garden Log Cabin will be classed as Permitted Development.

These planning regulations changed the face of what was classed as Permitted Development, and puts control firmly back into the hands of most home-owners provided they are being reasonable in terms of the Garden Buildings or Log Cabins they are planning to install in their garden.

The result is that Planning Permission will not be required in the majority of cases for a Garden Log Cabin, subject to you adhering to certain limits and conditions.

We have recently started our own project to build a Garden Log Cabin, to serve as home office and a playroom for our children.  We have already learnt lots along the way.  This will be my guide to help others quickly start they own plans, including when and how you need to involve the local planning authority and Building Regulations, and where to find the cheapest Garden Log Cabins.
